Scott Burke

Assistant Chief Scott Burke is the commander of the Professional Standards (Internal Affairs) Bureau.  He began his public safety career 1990 with the volunteer rescue squads of Virginia Beach, serving as an extrication technician, instructor, paramedic field training officer, duty field commander, and in assorted squad leadership roles. In 1996, he joined the City of Portsmouth Fire Department as a paramedic and shortly thereafter became a tactical medic in support of the Police Department’s S.W.A.T. team. Transitioning to the police department in 1998, Captain Burke worked in patrol, the Police Records Unit, served as a field evidence technician and as the Taxi-Wrecker/Public Vehicles Enforcement Officer and continues to be a police instructor. As a supervisor, Captain Burke has commanded patrol squads, the Police Training Unit, the Criminal Investigations Division. As a captain, he commanded the Planning & Administrative Bureau, leading the Training Division, Administrative Services Division, Logistics Division, Support Services Division, and the 911 PSAP. Other operational specialties include NIMS/Incident Management, OSHA regulations, bloodborne pathogens, mental health crisis intervention, hostage negotiation, and open-source intelligence and data-sharing.

A member of the Technology Committee since its creation, Captain Burke has been an integral part of the department’s evolution, from the deployment of mobile computers in patrol cars and as a trainer and administrator for the Records Management System. Captain Burke aggressively pursues new innovations and drafted the successful grant application for the PARMIS license plate reader project in 2009.

Captain Burke holds a bachelor’s degree in Political Science from Virginia Tech and is a graduate of the 245th Session of the FBI National Academy. He is a member of the Virginia Association of Chiefs of Police (VACP), the International Association of Chiefs of Police (IACP), the Virginia Crime Clinic, and the FBI National Academy Alumni Association. He currently holds a position on the IACP Communication & Technology Committee, representing the interests of local law enforcement on the national and international level on NG911, FirstNet, and interoperability standards. Captain Burke serves on the criminal justice curriculum advisory boards for ECPI University, Tidewater Community College, and Centura College.


Renado Prince
Investigations Branch

Assistant Chief Renado Prince was born in Baltimore, Maryland but raised in the small town of Bolivia N.C., outside of Wilmington N.C.  Mr. Prince joined the U.S. Air Force after high school and served as a Law Enforcement Specialist (later Security Forces) performing law enforcement duties. He started as a law enforcement specialist and through assignments at Clark Air Base in the Philippines, Malmstrom AFB, Montana, Clear Air Force Station, Alaska, Moody AFB, Georgia and Seymour Johnson AFB in Goldsboro Prince filled nearly every law enforcement role in the military. He concluded his career as the superintendent of investigation (equivalent to criminal investigative division) at Seymour Johnson. Mr. Prince Served in Operation Desert Shield and Desert Storm and holds combat decorations associated with his service.

While a reservist, Mr. Prince began serving with the Wilmington Police Department. He worked his way up as a Patrolman and a Crime scene investigator before he was promoted to Lieutenant after only five years. As a lieutenant, he served as the Deputy Commander of the Special Operations Division, the Criminal investigation division and Deputy Commander of patrol services, including K-9, boat unit and Air operations, serving Wilmington Police Department for 22 years.

Mr. Prince was recruited from the Wilmington Police Department and became the Chief of Police for the Albert J. Ellis Airport Police Department, Jacksonville N.C., where he served for four years. He developed security protocols for the newly constructed airport as well as designed security measure to ensure the safety of the airport’s annual 350,000 customers. Prince also performed duties as the Airport Security Coordinator (ASC) and was responsible for coordination between TSA, US Marshall’s Services, NCIS Camp Lejeune, ALE, FBI and numerous local law enforcement agencies.

Prince holds a Master’s Degree in Business Administration, a Bachelor’s Degree in Law Enforcement Administration and is a graduate of the FBI National Academy. Prince is also a graduate of North Carolina State University Administrative Officer’s Management Program, The Strategic Academy of Management, UNC-Wilmington, IPTM Crime Scene Investigations and is an expert witness in the areas of fingerprint classification and identification. Mr. Prince is a digital photography expert and trained in collision reduction through Miami Dade Police Department.



Thomas Bozeman
Operations Branch

Interim Assistant Chief Thomas Bozeman began his law enforcement career in 1997 at the Hampton Roads Regional Jail and joined the Portsmouth Police Department in December of 1998.  He currently serves as the Commander of the Special Operations Bureau.  During his career in Portsmouth, Captain Bozeman served in Uniform Patrol as both a Patrol Officer and a Field Training Officer and in the Strategic Traffic Unit.  As Captain Bozeman rose through the ranks he supervised numerous units and divisions to include Uniform Patrol, Special Events, and Homeland Security, Animal Control, Security and the Professional Standards Unit.  Captain Bozeman is also a graduate of the Command Officer Management Program (Session 14) from Saint Leo University.
